A Check Case for Future Funding Cuts

This week, Congress handed Donald Trump’s request to claw again $9 billion in permitted federal spending, together with funding for overseas assist and public broadcasting. Panelists on Washington Week With The Atlantic joined final evening to debate the president’s rescissions request—and what its approval could sign about future appropriations.

“What I feel shall be remembered of this vote is it was a check case in whether or not” Republicans in Congress “may change the best way the federal government appropriates cash,” Michael Scherer, a workers author at The Atlanticmentioned final evening.

Traditionally, Scherer defined, even when one occasion controls each chambers of Congress, 60 votes are nonetheless required to cross a price range by the Senate. “Meaning you want a bipartisan course of,” he continued. However this differs from a rescissions request, which might cross with solely 51 votes. The Trump administration’s purpose, Scherer argued, is to interrupt away from a bipartisan budgeting course of “by making it a purely partisan” one. This, Scherer mentioned, may “change dramatically the entire means the federal authorities’s been budgeted for years.”
